Ina Ruth Carter, 90, of Eugene, Ore., formerly of Delphi, died May 15, 2007.  Born Sept. 27, 1916, in Delphi, she was the daughter of William and Nancy Kinkead Ball.  She married John Elbert Carter in 1937, and he preceded her in death in 1993.  She is survived by three daughters.  Graveside services were held May 17 at Lane Memorial Gardens in Eugene.
