William L. (Billy) Dern, 63, Justice of the Peace in Deer Creek Township for many years, was found dead in his apartment, 121 1/2 E. Main St., Delphi at approximately 10 a.m. Tuesday.  He had been in ill health, but his death was unexpected.
  City Police were notified by a neighbor that he had not been seen and was concerned.
  Born in Delphi December 16, 1907, he was the son of Roswell and Rose Church Dern.  He was graduated in 1929 from Delphi High School.  He was a retired Civil Service employee and had served in Japan.  He was a member of the IOOF at Delphi.
  Mr. Dern was elected Justice of the Peace in November 1962 and opened his office in January 1963.
  Surviving is a sister, Maxine Bernhardt, of Vista, California, who is coming for funeral services.
  Rites are pending at Sullivan Lloyd Funeral Home in Delphi.
