Isey M. Welch, 78, of Delphi, died at 10:21 a.m. Dec. 28,1989, in St. Elizabeth Hospital Medical Center. She had been hospitalized one day. Born Aug. 17, 1911, in Liberty Township, she was the daughter of Thomas and Luana Lee Sink Starkey. Her marriage was Jan. 28, 1933, in North Manchester, to Harold W . "Ty" Welch, who survives. She worked at Union Bank & Trust for two years and was employed 18 years in the Delphi High School cafeteria, retiring in 1973. She was a 1930 graduate of Rockfield High School and a member of the Delphi First Presbyterian Church. Her husband is the only survivor. She was preceded in death by six brothers and five sisters. Services were Sunday at Horn Funeral Home, with Rev. Ellis Gasser officiating. Burial was in Masonic Cemetery.
